Critical Infrastructure

Governing AI action in systems society depends on.

Critical infrastructure includes power grids, communications networks, water systems, transportation networks, emergency services, hospitals, ports, data centers, and public administration systems. In these domains, a machine-generated command can affect public safety and institutional trust.

The key point is simple: infrastructure action should not be treated as a normal AI output.

Example Scenario

An AI system managing a regional power grid predicts overload and proposes shutting down selected industrial loads to protect the network. The recommendation may be technically reasonable, but the action can affect factories, hospitals, transportation systems, and emergency operations.

Without LERA

Without LERA, prediction may become optimization, and optimization may become shutdown. The system can move from analysis to operational command before authority, public consequence, and responsibility are made explicit.

Even if the AI is correct about the grid condition, the legitimacy of the shutdown may remain unclear. Who had the authority to interrupt service, who bears responsibility, and which rules controlled the execution boundary?

With LERA

With LERA, proposed shutdowns, switching actions, or interruptions enter the Judgment-Governance Layer before execution. The system must distinguish advisory analysis from executable operation.

Urgent cases can still use predefined governed paths for rapid action. Broader public-impact cases may require escalation or institutional authorization before execution proceeds.

How LERA Applies

  • Judgment: determine what the proposed action means, what consequences may follow, and whether uncertainty is acceptable.
  • Authority: identify who has legitimate authority to allow the action to continue.
  • Responsibility: anchor responsibility before execution, not only after an incident.
  • Reliability Rules: apply the relevant WRS-C and domain-specific WRS-D conditions for the context.
  • RCC: govern who may change execution-related rules and how those changes are authorized and recorded.
  • ECS: keep the action controllable immediately before the Execution Boundary.
  • Outcome: route the action to Allow, Block, or Escalate before real-world execution.
