Energy systems depend on speed, stability, and safety margins. AI can help forecast demand, optimize generation, route power, schedule maintenance, and respond to disturbances, but energy execution can quickly become high consequence.
Optimization is not the same as permission to act. A system may find an efficient command that still violates safety, reserve, equipment, or responsibility requirements.
Example Scenario
An AI optimization system detects a supply-demand imbalance and proposes changing dispatch priorities, reducing load, rerouting power, or overriding equipment settings. The action may improve short-term efficiency while creating safety or reliability concerns elsewhere.
Without LERA
Without LERA, energy optimization may flow directly into system action. A model recommendation can become a grid operation before the system has checked authority, reserve requirements, safety margins, and responsibility for downstream effects.
The result may be a technically optimized action that is institutionally unsafe: fast, plausible, and difficult to challenge once executed.
With LERA
With LERA, proposed energy actions are classified before execution. Routine, reversible, rule-covered actions can move through lighter paths, while high-impact or irreversible actions require stronger judgment and governance.
This keeps speed available where speed is appropriate, while preventing dangerous energy actions from using the same path as ordinary optimization.
How LERA Applies
- Judgment: determine what the proposed action means, what consequences may follow, and whether uncertainty is acceptable.
- Authority: identify who has legitimate authority to allow the action to continue.
- Responsibility: anchor responsibility before execution, not only after an incident.
- Reliability Rules: apply the relevant WRS-C and domain-specific WRS-D conditions for the context.
- RCC: govern who may change execution-related rules and how those changes are authorized and recorded.
- ECS: keep the action controllable immediately before the Execution Boundary.
- Outcome: route the action to Allow, Block, or Escalate before real-world execution.
