Pre-execution reliability conditions
WRS helps determine whether the action satisfies reliability conditions before it reaches ECS and the Execution Boundary.
Not rule-change authority
WRS provides rules. It does not govern who may change those rules; that is the role of RCC.
ECS
If the applicable rule conditions are satisfied or routed appropriately, the action can continue toward ECS.
