The Judgment Root Node establishes that high-consequence action must enter judgment and governance before it can continue.
It does not form the complete judgment, grant execution eligibility, or replace LERA-J, LERA-G, WRS, or ECS.
Its public output category is an entry state: the action must be treated as proposed action and routed into the LERA path.
