Connect judgment, authority, responsibility, eligibility
LERA-G prevents judgment from remaining merely analytical by attaching it to who may authorize, who is responsible, and what conditions must hold.
Continue / Stop or Allow / Block / Escalate path
Public output categories include Continue or Stop, or routing into Allow, Block, or Escalate pathways.
Not the reliability rules themselves
LERA-G does not replace WRS reliability rules or RCC rule-change governance. It governs how judgment enters the permission path.
